Amaila Falls hydro project is junk – Norweigan Expert


Development Today: The justification for the Amaila Falls hydropower dam that Guyana plans to build in the Amazon rainforest is unconvincing, says a water resources expert hired by the Inter-American Development Bank to assess the project. Guyana plans to spend most of the USD 60 million Norwegian climate aid funds for 2010-11 on the Amails Falls project

Henrik Harboe at the Norwegian Foreign Ministry, explains: “Norway and Guyana do not have a bilateral development cooperation agreement. We don’t know the country that well. We know there are corruption risks. That is why GRIF funds will only be used for projects carried out by the World Bank, IDB or a UN agency. We have trust in these agencies’ safeguards. In this way, Norway can be sure that only projects that live up to international safeguards will be financed.”

When it comes to Amaila Falls, the Inter-American Development Bank is supporting an environmental impact assessment of the project, and may provide a loan to finance construction. “If Guyana wants to use GRIF funds for Amaila, it must be an IDB project that lives up to IDB requirements,” Harboe says.

don’t be surprised if solheim is coming to Guyana to tell jagdeo and co. the deal is off.
