St John’s, Antigua – The Executive Committee of the Board of Directors of the West Indies Cricket Board held a meeting by teleconference last evening. The Executive Committee discussed the Guyana Situation and noted the following points:

1. Following the meeting of January 10th in Guyana with the West Indies Cricket Board, the Guyana Cricket Board and the Government of Guyana the Secretary General of CARICOM Irwin LaRocque circulated to the parties an agreement document which was drafted based on discussions in the meeting.

2. The representatives of the Government of Guyana indicated that it needed to have final consultations before signing.

3. WICB President Dr. Julian Hunte on Thursday January 19th and Monday January 23rd wrote Secretary General La Rocque requesting an update on the situation given the Government of Guyana’s outstanding position.

4. On both occasions the Secretary General La Rocque responded to President Hunte that the Government of Guyana had not responded on the matter of its agreement or otherwise.

5. The WICB is aware of the Government of Guyana through its Interim Management Committee has proceeded with various actions relating to cricket in Guyana even as it has not responded to CARICOM.

With regard to the WICB Regional 4 Day Tournament the Executive Committee took the following decisions:

1. The Guyana matches in the first four rounds of WICB Regional 4 Day Tournament will no longer be played at the Guyana National Stadium.

2. The Guyana Team will play its first and second round WICB Regional 4 Day matches at Windsor Park in Dominica.

3. The venue(s) for Guyana’s third and fourth round WICB Regional 4 Day matches will be decided and announced at a later date.

The Board will announce its position with regard to the 3rd Digicel Test of the Digicel Series 2012, West Indies v Australia scheduled for the Guyana National Stadium after discussions with other stakeholders.

The WICB reiterates that the Guyana Cricket Board is the sole authorised governing body for cricket in Guyana. The WICB restates its full support to the Government of Guyana’s Interim Management Committee functioning as an advisory body. The WICB will not recognize or approve any entity other than the GCB as the authorised governing body for cricket in Guyana.

The WICB deeply regrets the undue delay by the Government of Guyana in responding to CARICOM. The WICB appeals to the Government of Guyana to allow the GCB access to its offices in order that it can proceed with the management of cricket in Guyana.

The WICB is concerned that given the actions of the IMC the Guyanese players are being unnecessarily affected in the lead up to an important regional tournament.

The Office of Climate Change (OCC) and Project Management Office (PMO), within the Office of the President are currently abnadoning efforts towards moving forward with activities as part of Guyana’s climate initiatives and the LCDS.

At the multilateral level Guyana has been an active participant and advocate in the United Nations Framework Convention for Climate Change negotiations participating at the recently held Conference of the Parties Meeting in Durban last December which produced some positive outcomes, including an agreement in principle for a second commitment period for the Kyoto Protocol, albeit with a reduced number of participants; the establishment of a process to achieve a legal global agreement on climate change that includes all Parties (the Durban Platform); the establishment of the Green Climate Fund, and a decision on REDD Plus financing options. Agreement was also reached on the establishment of the Adaptation mechanism and Technology Transfer mechanism.

I refer to Jerry Gouveia’s challenge to me (KN, Jan 25) that if I prove that Duke Lodge was not properly acquired by him, then, he is prepared to divest himself of the property back to the State among other things. Likewise if I cannot, there are conditions set by Mr. Gouveia
First, Mr. Gouveia has a very gargantuan imagination. He wrote; “Kissoon’s persistently false allegations and innuendoes about impropriety or lack of accountability in my group’s acquisition of Duke Lodge.” In all my writings since he secured Duke Lodge from Mr. Jagdeo’s Government, I never penned a single line on Duke Lodge. Gouveia must be confusing me with the other Freddie Kissoon, the Trinidadian playwright
Secondly, I am fully aware that Mr. Gouveia is using me to get some legitimacy in a society where an oppressive, corrupt government, to which he has a close relationship, just lost parliamentary elections and his name became embroiled in controversy about the elections results days after the polls were closed. Also, it is my knowledge that Mr. Gouveia is not seen positively by human rights constituencies in this country because of his business connections with Mr. Jagdeo’s Government.
As an appendage to number two, Mr. Gouveia’s name has been featured in the story of a missing plane that was suddenly found and he was also featured in the WikiLeaks cables. I conclude then that his challenge is all a credibility game. Thirdly, there is no mention in his challenge to me that he also was facilitated by Mr. Jagdeo’s Government with the huge public property right next to Duke Lodge. Mr. Gouveia conveniently failed to mention that at the time he got his sweet deal, he was a member of the board on NICIL. I would think I have won the challenge just by this fact since it smacks of conflict of interest. However, I will persist with my acceptance of the bet.
Fourthly, Mr. Gouveia forgot to mention that he got Duke Lodge after the Government spent an enormous sum refurbishing it. Gouveia is too young to be forgetting all these important details. I hope memory loss is not coming on
Fifthly, the publisher of Kaieteur News, Mr. Glen Lall, has asked me to pen a note in the letter section of KN to let Mr. Gouveia know that he Lall, would like to deal with the issue too. Mr. Lall has asked if I can delay my research to prove that Duke Lodge was not purchased at market value because, he, Mr. Lall can prove that and will prove that upon his return to Guyana shortly. It is in my strategic interest to wait and see what Mr. Lall has to say because if he does provide the evidence, then I can use it.
Since I accept the challenge and will prove that Duke Lodge was a saccharine gift from Mr. Jagdeo, I am demanding, not negotiating, that on winning the bet, we sell Duke Lodge on the market and I will use all the proceeds to provide for the welfare of the three treason accused and their spouses and children.
This for me is non-negotiable. I will not discuss this with Mr. Gouveia. I know I will win the bet therefore I want Duke Lodge to be sold commercially and I want the money to be given to the treason accused. Mr. Gouveia has to tell me here and now if he agrees. If he doesn’t then he has something to hide and I will interpret it that he has conceded that he bought public property at a very, very, very cheap price.

The University of Guyana Senior Staff Association, the University of Guyana Workers Union and the University of Guyana Students’ Society will be conducting a joint picketing exercise tomorrow (Thursday 26th January 2011) at 11:30-1:00 at the University of Guyana to protest and register our deep concern at the direction of the University and the recent actions taken by the Council that infringe upon the academic and administrative freedoms necessary for a well functioning university. We are of the opinion that our sole tertiary institution needs to be rescued from political interference, strangulation and mediocrity. Staff deserve better working conditions. Students deserve a good quality education. Academics must not be victimised for their political stance or their opinions. The Council must act in the interest of the University! SN: Executives of Sithe Global, the developer of the Amaila Falls Hydro Project, are counting on the Inter-American Development Bank (IDB) to provide critical financing for the project.

On Wednesday evening, the UG Council met and rescinded three lecturers’ contracts that the Government’s representatives wanted sacked in October because they claimed the Vice-Chancellor had no legal right to issue the contracts. That was the last meeting of the Council for 2011.
Dr. Patrick Williams will be issued a new contract, so too will former deputy head of Customs and Excise, Loris Bancroft. The Council decided against renewing my contract and it was brought to an immediate end with the provision that I am not to be employed either as a temporary lecturer or on a part time basis.
My contract ends in August. I should have started teaching next week. My termination letter stated that it goes into effect immediately. For people reading this column let me describe what happened and then go on to defend my academic performance at UG.
Five Government appointees argued for my dismissal. There were Nirmal Rekha, Prem Misir, Gail Teixeira, Bibi Shadick and Indra Chandarpal. Those who debated that the contract should be allowed to run until it was up in August were the representatives from the PNC, students union and two academics.
In summing up, without a vote, the Chancellor said there were more voices for dismissal than for retention. I was not invited to the meeting even though I am a Council member. I cleared my mail on Tuesday afternoon at UG. I received no e- email notice.
I have worked at UG since 1986. My contract was renewed every three years after successful teaching and research since 1986. My present contract was awarded after consideration of my research and teaching. It was recommended by the Faculty of Social Sciences.
Over the years at UG, I have done more academic research than the two Presidential aides who argued for my dismissal – Prem Misir and Gail Texieira. Unlike some people who represent the Government at UG, I do not pad my curriculum vitae nor do I edit books and claim that I authored them. For the past five years I have offered to the University community more research seminars than any other lecturer on the entire campus with my last seminar being in November last year.
My latest published research was a 75-page essay that was submitted in 2010 to the Guyana Historical Society that investigated racism in the exercise of power in all the presidents of Guyana, including Mr. Jagdeo.
I was educated at UG, Mac Master University in Canada and the University of Toronto.
In my 26 years at UG, I never had a complaint filed against me by a student for any issue whatsoever. I have taught some of the most powerful people in Guyana including Robert Corbin and Donald Ramotar. I have taught the children of the most important leaders of the PPP, including the daughter of President Ramotar. I taught the wife of Ralph Ramkarran. I repeat; I never had a complaint made against me even for a low grade. Funny that through all the years of Mr. Jagdeo’s resentment of me and my confrontations with the PPP-appointed Vice-Chancellor, James Rose, never could anything be proven against me at UG.
Before I complete this column, I want to state unambiguously that I have proof that the former President, Mr. Jagdeo made a call to Barbados in early November to Chancellor Compton Bourne about me. I hope the Chancellor does not discredit his Caribbean standing by denying that. If he does, I will have to name names.
I will end this column with a funny story that the Guyanese people will not find funny at all. In my presence and other Government appointees on the Council, Gail Teixeira requested a Council meeting from Chancellor Bourne. He said that he may not be able to summon a meeting in November because the British Government had asked him to travel to the UK to appraise one of the universities there. I was speechless.
Dr. Bourne, the Chancellor of UG, was going to appraise a university that was a million times more of an accredited university than UG that he presides over. At that very October Council meeting, Dr. Bourne was asked to immediately fire a number of lecturers. One is fascinated to know what appraisal Dr. Compton Bourne, former Head of the Caribbean Development Bank, gave that university and what he will give UG. Do the Councils in British universities operate the way UG’s does? How will Dr. Bourne answer that?
In an age where the opposition controls Parliament, naked power continues. Let’s see how Parliament will react to this unstoppable cancer.

MR. FREDDIE Kissoon and I have never met formally or ever engaged in serious conversation. I therefore have no pre-conceived notions of him. When convenient, I sometimes read his columns through which he presumably seeks to contribute to a constructive dialogue on national, relevant issues rather than to engage in ad hominem and petty, private agendas in a public space.
Having enough material to fill five columns per week must surely be a challenge, but can never justify journalistic adventurism or quixotic imaginings even from a fertile academic mind.
I therefore cannot understand his recent publication of details of the recent engagement I had with social activist Mark Benschop and the coincidence of former President Bharrat Jagdeo and his friends turning up in the public space of Roraima Duke Lodge for a cup of coffee. Surely, even to a columnist, relevance counts.
First of all, let me say I admire the work Mark Benschop is doing with his Foundation and wish more Guyanese would find ways to help their fellow Guyanese rather than deprecate the efforts of others whose views they do not share.
I respect Mark as a social activist, a doer rather than one of that breed of Guyanese for whom talking is a substitute for action, innuendoes for facts and deprecation of others, a means of one’s self-elevation.
As is expected, I do not always agree with his views and opinions and in my tete-a-tete with him I questioned him about the defamation he allows to be published on his webpage about me personally. I found his response to me that he is not the one writing the slander rather unconvincing.
In the discussion with Mr. Benschop, we discussed the country’s prisons system from our respective positions: he as an inmate for in excess of 5 years and I as Chairman of the Prison Sentence Management Board.
Mark quite properly expressed his disappointment that I failed to keep my word to return to see him while he was in prison, a promise I had made during a visit which I, as then President of the Chamber of Commerce, made with other private sector officials.
Unfortunately, Mr. Benschop ended the discussions at Duke Lodge shortly after the arrival of Mr. Jagdeo, indicating that he was no longer comfortable.
I now turn to the more substantive purpose of this letter and to issue a challenge to Mr. Kissoon over his persistently false allegations and innuendoes about impropriety or lack of transparency in my group’s acquisition of Duke Lodge from the government. I ask that he provide any scintilla of evidence to challenge the following:
1. That Duke Lodge was put up for public tender in 2007.
2. That the tender was published multiple times in various newspapers.
3. That NICIL hosted a public seminar to brief potential bidders on the bidding process and the details of the technical specifications of the property.
4. That all bidders were notified about the place and time when the tenders would be opened, and were requested to be present.
5. That on the closing date June 29, 2007, nine (9) sealed tenders including one submitted by Roraima Airways Inc. were publicly opened in the presence of a representative from the office of the Auditor General.
6. That Roraima Airways Inc. bid of one hundred and forty million dollars (GYD$140,000,000.00), was the highest bid, the next highest being one hundred and twenty-two million, five hundred dollars (GYD$122,500,000.00).
7. That the Government of Guyana/NICIL took in excess of one year to agree to award the tender and release the property to Roraima Airways Inc. on October 23, 2008.
8. That Roraima Airways Inc. paid in full the said bid price, financed by a loan from Republic Bank (Guyana) Limited.

Should he provide any evidence of impropriety or lack of transparency (based on fact and not hearsay), I agree to the following:
1. To return possession of Duke Lodge to the Government of Guyana free of cost, and without any compensation or refund of the purchase price, VAT, legal fees and improvement costs incurred in its acquisition.
2. To give him a gratuity of one million dollars (GYD$1,000,000).
Should he fail to publish such evidence within twenty-eight days, he would:
1. Cease writing of all forms, in all and any form of print, electronic, and cyber media.
2. Publicly apologise to me and the staff of Roraima Airways Inc. in all forms of print, electronic and cyber media.
3. Take a one-year leave of absence from teaching at the University of Guyana.
4. Relocate to the beautiful mountains of Monkey Mountain and voluntarily teach the children there for a calendar year. I will personally fly him there free of cost, and provide free airlift of supplies, once monthly, for the period.
In order to facilitate documentary audits, I will place all relevant documents in the hands of Mr. Christopher Ram, the CEO of Ram & McRae, our company’s auditors since 1998. I verily believe that Mr. Kissoon has Mr. Ram’s contact details. If he does not, I will be happy to provide these to him.
I am also authorising Ram & McRae to release to Mr. Kissoon any information on the tendering process and purchase of Duke Lodge that he may deem necessary. I also have no objection to NICIL releasing any information concerning the tendering process and sale of Duke Lodge.
I make this challenge recognising that he is in fact the author of similar challenges to others, and importantly, in the sincere hope that he can understand that the long-term survival and success of business depend on integrity and hard work. It is made not to ridicule or embarrass Mr. Kissoon or with any animosity towards him.
In case he misses this publication, I am also sending a copy to him directly.

I am concerned about the lack of internet policing by Guyana’s law enforcement.

I am currently studying at York University, and I find it very hard to concentrate on my studies knowing that every time I go online, some shady individuals are harassing me on Facebook claiming that I have ties with Guyanese drug lords. These accusations are false, yet these anonymous individuals are free to parade their propaganda online without consequence. The anonymous people opened fictitious Facebook accounts in the names of well-known people in Guyana.

Also, my sister was wrongfully targeted by the Propaganda Press a few months ago. The Propaganda Press wordpress website claimed that they were threatened by her. A private detective found out that someone used my sister’s email to send provoking messages to the Propaganda Press. [propaganda press didn't claim. it's a fact we received death threats from said person's email as verified by your detective. however, sister nor detective never contacted propaganda press. we get death threats we roll press. we're not detectives]

I believe that myself family are being targeted because of our relation to a known accountant in Georgetown, Guyana. The accountant [chris ram] is also faced with lies, slander and accusations on the internet because he is friends with an accountant who is also a lawyer. This other accountant is constantly ridiculed by the PPP/C government, and I have been aware that his family in the USA are also victimized online.

Do these anonymous cyber-criminals know the effects that internet bullying and slander have on an individual? I have become depressed knowing that the York Regional Police are unable to prosecute the cyber criminals because they are not within their jurisdiction.

This brings me to the question of what the present PPP/C government’s initiative is in relation to cyber laws. I think that they don’t have an interest in cyber laws because they tolerate those involved in cyber criminality.

I want to make it clear that any slander or libel on the internet about me, my family, or the two accountants are false and constitute mischief.

If the PPP/C government changes its ways and enforces cyber laws to control internet users, then I believe Guyanese will be more than prepared to accept those cyber laws.
