We, A Partnership for National Unity (APNU) and the Alliance for Change (AFC) are calling for an end to the government lock-out of the GCB from its offices at the Georgetown Cricket Club ground, Bourda. We are also calling for the government to withdraw the Interim Management Committee (IMC) from cricket operations in Guyana.

The parliamentary majority parties share with all Guyanese the desire to see improvements in the administration, operation and performance at all levels of Guyana’s cricket. However, all interventions must be carried out in accordance with the principles, practices and values that govern sport in today’s world.

The International Cricket Council (ICC) has followed the precedent of the International Football Federation (FIFA) and the International Olympic Committee (IOC) in establishing operating protocols for the non-interference of government in sports. As such, the government of Guyana is acting contrary to the thrust of the international community on matters of sport and is attempting to set a dangerous precedent for all sports in Guyana.

We as the parliamentary majority believe that we must do our best, within the limitation of our available resources and with due recognition of competing national priorities, to provide the necessary support to ensure that we are developing young athletes and we are providing the enabling environment for them to perform well at international levels. However, this must never translate into interference in the operations of sports administrations. To meddle in the operations of sports administration is to risk being excommunicated from the regional and international sporting fraternities – clear signs of which we have already seen with the WICB having moved four critical matches from Guyana. There is a serious risk of Guyana losing the West Indies v Australia Test match as a result of the continued Government of Guyana imposed lock out of the GCB. The last thing the Government of Guyana should be seeking to achieve is to bring more embarrassment to Guyana on the regional and international scene by their continued action.

We are therefore calling on the government today to return to the agreement reached on January 11 during talks brokered by the CARICOM Secretariat between the Government of Guyana and the WICB.

The agreement, when signed allows, among other things, for the GCB to resume cricket operations in Guyana under the mandate of the WICB and ICC while at the same time allowing the IMC to draft and propose a new constitution for GCB, and to draft and propose a comprehensive cricket development programme for Guyana.

Since the GCB and the WICB both expressed a willingness to work with the IMC under these conditions there is no reason for the Government to withhold signature and undermine the efforts of the CARICOM Secretariat and in particular the CARICOM Secretary General as an honest broker in a matter that has significance and consequences way beyond our own borders.

Finally, we in the majority parliamentary parties are encouraged that a way was found for the Guyana team to participate in the Regional 4-Day Tournament and wish to encourage the players to put the difficulties at home behind them in order to turn in the kinds of performance that always lift the national mood.

It must have been a surprise to every citizen in this land who follows politics to have heard that Ms. Gail Teixeira wants to become the President of Guyana. If she had no such intention, she would have refused the nomination. To date she hasn’t.
A dyed in the wool ideologue moulded by Cheddi Jagan, her status as confidential secretary for twelve years to Cheddi Jagan saw her move up the ladder of leadership. Ms. Teixeira was astute enough to become the secretary of the party leader. That position had to catapult her to the pyramid because she knew that when she returned to Guyana in the early eighties that whoever Cheddi and Janet like gets automatic promotion.
I am not terribly comforted by the fact that the PPP has now assigned Ms. Teixeira to the Council of the University where I represent the trade union on campus. The reason for my disquiet is that I cannot stand the hard-line politics of Ms. Teixeira.
It appears that the PPP was not satisfied with the expanding independence of some of its representatives at UG. It removed these so-called independents and sent in Ms. Texieira to enforce the party line among UG Councillors.
From February 1 when the new appointments were made, UG will now have seven Council Members who hold a party card and three PPP Parliamentarians
No one is seen more as a party player than Ms. Teixeira. And I doubt very much that she has and will show any developmental interest in the University except to make sure the Council of the University is kept under the PPP’s control. My experience with Ms. Teixeira has hardly been pleasant.
We sat in the Patriotic Coalition for Democracy in the late eighties (I was one of three WPA delegates) and unfortunately her inflexible attitudes caused a huge rift between us during one meeting and she reported back to the PPP. The PPP demanded my replacement. In the interest of opposition harmony, the WPA requested my cooperation. I complied.
Shortly after this, the 1992 elections came and Ms. Teixeira became a Minister. I have had no contact with her since then. I have not spoken to her since. We did meet at a forum at the Convention Centre last year where UNDP consultant, Lawrence Latchmansingh, presented his report on how the major Guyanese stakeholders view the work and nature of the Ethnic Relations Commission.
Naturally we clashed. Obviously, Ms. Teixeira was assigned to the conference to present the position of the PPP. And that is what she did. No objectivity. No attempts at reconciliation; and the usual deportment that you find from the PPP benches when Parliament is in session. Ms. Teixeira is the PPP’s faithful preserver of the faith.
She reminds me of a certain sub-culture of Italian society where there is always a faithful one that will be called upon to get the job done when the job has to be done (if you know what I mean- if you don’t then read a Mario Puzo novel)
Can Ms. Teixeira become the President of Guyana? That is impossible. To have a shot at the presidency, you have to be the presidential candidate of a party. It is impossible also for this lady to get her party’s affirmation. So why is she in the race? Because when the family wants a job done they turn to the faithful. Mr. Rohee and Ms. Teixeira are not taking chances with Ralph Ramkarran.
If there should be a groundswell for secret balloting, the hierarchy of the PPP is unsure how it will go. Ramkarran can create an upset. With Rohee and Teixeira as part of the potpouri, then the dish will be divided.
With Nagamootoo out of the race because there will be no direct voting, Ramkarran is likely to pick up two sections of the 35 member, Central Committee. The moderate faction which think that Jagan’s dreams have been trampled upon by Mr. Jagdeo and Ramkarran is the most likely to revert to the Jagan culture as president.
And secondly, there are those long-standing members who perceive Ramkarran to be a son of the PPP soil. It is from this compartment that Rohee and Teixeira hope to dent Ramkarran by stealing votes away from him leaving Ramkarran’s opponent with more delegates.
Teixeira herself hopes to take away from Ramkarran women votes that would naturally go to him if she wasn’t there. No one in Guyana really accepts believes Gail Teixeira can secure a majority of delegates at the final meeting to clinch the prize. Ms. Teixeira is definitely a character out of a Puzo novel.

We,  PPP members of the University Council, Mrs. Indra Chandarpal, Ms Bibi Shadick,  Nirmal Rekha and Ms. Gail Teixeira, have patiently waited for the last seven  days for the University authorities to publicly correct the misinformation,  lies and personal attacks that we individually and collectively have been  subjected to in the media, by the uninformed, politicians and on the various  social networking sites and blogs since the implementation of the government controlled Council decision of  January 18, 2012 in a closed door session.

We complied with the code of the Council  to not disclose the private and internal discussions of the Council and its  various bodies. However, due to the lack of response by the UG authorities  despite our repeated requests and in the face of the constant and consistent  breach of the code, we have decided to provide the public with a factual  account.

As Council members with other members  representing civil society bodies, parliamentary opposition and the governing  party, as well as members of the staff at the University, we make decisions in  accordance with the University of Guyana Act and the Statutes of the said  institution as a collective and by consensus, rarely by vote.

The issue of contracts of academic staff  who have reached 60 years of age has been addressed by the University with  policies going back many years. Nothing has changed. In fact the only thing  that changed is that these are being implemented.   Despite the fact that the Vice  Chancellor renewed the contracts of 12 retired academic staff members who were  over the age of 60 without recourse to the Appointments Committee and Council  as required by the Act, the Council in October 2011 ably supported by the legal  opinion of a outstanding legal luminary in the Law faculty, decided that it  urgently needed to correct this breach of the statutes.

The Council therefore  sought to have these contracts that were improperly executed go through the  correct process. Regrettably Council’s attempts to do so took until January 18,  2012 to be concluded.   That Council meeting of January 18, 2012  addressed that outstanding issue of Freddie Kissoon and endorsed the recommendations of the  Appointments Committee. The Council considered the appointments of 37 academic  staff which included eight of the 12 of those whose contracts were improperly  renewed. The Council accepted the recommendation that those who were at the  level of Professor or Senior Lecturer be retained.

Of the remaining four  retirees who were referred by the Appointments Committee to the Council, the  Council agreed to retain three of them on a part-time basis.   Mr. Kissoon reached 60 on December 30,  2010 and as is usual was allowed to continue to conclude the academic year  until August 2011.    The Council recognized that Mr. Kissoon,  a retiree and a Lecturer 2, failed to meet the university policy with regards  to retention of academic staff:-   (1)  have a healthy academic record to wit research and publications reviewed by  academic peers are a requirement;     (2)  have to face a competitive process with other applicants.

The Council was unimpressed and not one  single member of the 14 Council members present at that meeting, including the  UGSS and fellow colleagues of the academic staff, not a single member supported  his retention. Freddie Kissoon is not eligible for full-time or part-time work at the university. The Council rescinded his contract and that’s that.   The Council also agreed that with four  new members of staff and existing staff the students would not be disadvantaged  by his absence.   These are the incontrovertible facts.   The barrage of lies, downright  misinformation and political opportunism can somewhat be related to the lack of  this information in the public domain, and we the concerned Council members  expect that these facts disclosed in this release have set the record straight.

Sparked off by the termination of Political Science Lecturer, Freddie Kissoon’s contract and no offer of future employment at the institution, the UG organisations’ have identified four pillars for their protest. They are the firing of competent lecturers and administrators; outdated, unsafe laboratory facilities, the unhygienic state of the Turkeyen Campus and political interference.

Bharrat Jagdeo Times: Attorney General, Legal Affairs Minister and rising taliban Anil Nandlall has disclosed that the country’s director of public prosecutions, Shalimar Ali-Hack has recused herself from dealing either directly or indirectly with the current file and ongoing police investigations into the sexual assault allegations brought against an imam.
“I have engaged the Director of Public Prosecutions and she has assured me that she recused herself completely from dealing with the file. She now has nothing directly to do with this matter or the investigations in full,” Nandlall explained.
Nandlall told Guyana Times during an interview that the DPP has assured government that she will not deal with the file directly and, therefore, has reassigned the case to another junior officer within her office.
“I have engaged the Director of Public Prosecutions and she has assured me that she recused herself completely from dealing with the file. She now has nothing to do with this matter directly or the investigations in full,” Nandlall explained.

St John’s, Antigua – The Executive Committee of the Board of Directors of the West Indies Cricket Board held a meeting by teleconference last evening. The Executive Committee discussed the Guyana Situation and noted the following points:

1. Following the meeting of January 10th in Guyana with the West Indies Cricket Board, the Guyana Cricket Board and the Government of Guyana the Secretary General of CARICOM Irwin LaRocque circulated to the parties an agreement document which was drafted based on discussions in the meeting.

2. The representatives of the Government of Guyana indicated that it needed to have final consultations before signing.

3. WICB President Dr. Julian Hunte on Thursday January 19th and Monday January 23rd wrote Secretary General La Rocque requesting an update on the situation given the Government of Guyana’s outstanding position.

4. On both occasions the Secretary General La Rocque responded to President Hunte that the Government of Guyana had not responded on the matter of its agreement or otherwise.

5. The WICB is aware of the Government of Guyana through its Interim Management Committee has proceeded with various actions relating to cricket in Guyana even as it has not responded to CARICOM.

With regard to the WICB Regional 4 Day Tournament the Executive Committee took the following decisions:

1. The Guyana matches in the first four rounds of WICB Regional 4 Day Tournament will no longer be played at the Guyana National Stadium.

2. The Guyana Team will play its first and second round WICB Regional 4 Day matches at Windsor Park in Dominica.

3. The venue(s) for Guyana’s third and fourth round WICB Regional 4 Day matches will be decided and announced at a later date.

The Board will announce its position with regard to the 3rd Digicel Test of the Digicel Series 2012, West Indies v Australia scheduled for the Guyana National Stadium after discussions with other stakeholders.

The WICB reiterates that the Guyana Cricket Board is the sole authorised governing body for cricket in Guyana. The WICB restates its full support to the Government of Guyana’s Interim Management Committee functioning as an advisory body. The WICB will not recognize or approve any entity other than the GCB as the authorised governing body for cricket in Guyana.

The WICB deeply regrets the undue delay by the Government of Guyana in responding to CARICOM. The WICB appeals to the Government of Guyana to allow the GCB access to its offices in order that it can proceed with the management of cricket in Guyana.

The WICB is concerned that given the actions of the IMC the Guyanese players are being unnecessarily affected in the lead up to an important regional tournament.

The Office of Climate Change (OCC) and Project Management Office (PMO), within the Office of the President are currently abnadoning efforts towards moving forward with activities as part of Guyana’s climate initiatives and the LCDS.

At the multilateral level Guyana has been an active participant and advocate in the United Nations Framework Convention for Climate Change negotiations participating at the recently held Conference of the Parties Meeting in Durban last December which produced some positive outcomes, including an agreement in principle for a second commitment period for the Kyoto Protocol, albeit with a reduced number of participants; the establishment of a process to achieve a legal global agreement on climate change that includes all Parties (the Durban Platform); the establishment of the Green Climate Fund, and a decision on REDD Plus financing options. Agreement was also reached on the establishment of the Adaptation mechanism and Technology Transfer mechanism.

I refer to Jerry Gouveia’s challenge to me (KN, Jan 25) that if I prove that Duke Lodge was not properly acquired by him, then, he is prepared to divest himself of the property back to the State among other things. Likewise if I cannot, there are conditions set by Mr. Gouveia
First, Mr. Gouveia has a very gargantuan imagination. He wrote; “Kissoon’s persistently false allegations and innuendoes about impropriety or lack of accountability in my group’s acquisition of Duke Lodge.” In all my writings since he secured Duke Lodge from Mr. Jagdeo’s Government, I never penned a single line on Duke Lodge. Gouveia must be confusing me with the other Freddie Kissoon, the Trinidadian playwright
Secondly, I am fully aware that Mr. Gouveia is using me to get some legitimacy in a society where an oppressive, corrupt government, to which he has a close relationship, just lost parliamentary elections and his name became embroiled in controversy about the elections results days after the polls were closed. Also, it is my knowledge that Mr. Gouveia is not seen positively by human rights constituencies in this country because of his business connections with Mr. Jagdeo’s Government.
As an appendage to number two, Mr. Gouveia’s name has been featured in the story of a missing plane that was suddenly found and he was also featured in the WikiLeaks cables. I conclude then that his challenge is all a credibility game. Thirdly, there is no mention in his challenge to me that he also was facilitated by Mr. Jagdeo’s Government with the huge public property right next to Duke Lodge. Mr. Gouveia conveniently failed to mention that at the time he got his sweet deal, he was a member of the board on NICIL. I would think I have won the challenge just by this fact since it smacks of conflict of interest. However, I will persist with my acceptance of the bet.
Fourthly, Mr. Gouveia forgot to mention that he got Duke Lodge after the Government spent an enormous sum refurbishing it. Gouveia is too young to be forgetting all these important details. I hope memory loss is not coming on
Fifthly, the publisher of Kaieteur News, Mr. Glen Lall, has asked me to pen a note in the letter section of KN to let Mr. Gouveia know that he Lall, would like to deal with the issue too. Mr. Lall has asked if I can delay my research to prove that Duke Lodge was not purchased at market value because, he, Mr. Lall can prove that and will prove that upon his return to Guyana shortly. It is in my strategic interest to wait and see what Mr. Lall has to say because if he does provide the evidence, then I can use it.
Since I accept the challenge and will prove that Duke Lodge was a saccharine gift from Mr. Jagdeo, I am demanding, not negotiating, that on winning the bet, we sell Duke Lodge on the market and I will use all the proceeds to provide for the welfare of the three treason accused and their spouses and children.
This for me is non-negotiable. I will not discuss this with Mr. Gouveia. I know I will win the bet therefore I want Duke Lodge to be sold commercially and I want the money to be given to the treason accused. Mr. Gouveia has to tell me here and now if he agrees. If he doesn’t then he has something to hide and I will interpret it that he has conceded that he bought public property at a very, very, very cheap price.

The University of Guyana Senior Staff Association, the University of Guyana Workers Union and the University of Guyana Students’ Society will be conducting a joint picketing exercise tomorrow (Thursday 26th January 2011) at 11:30-1:00 at the University of Guyana to protest and register our deep concern at the direction of the University and the recent actions taken by the Council that infringe upon the academic and administrative freedoms necessary for a well functioning university. We are of the opinion that our sole tertiary institution needs to be rescued from political interference, strangulation and mediocrity. Staff deserve better working conditions. Students deserve a good quality education. Academics must not be victimised for their political stance or their opinions. The Council must act in the interest of the University! SN: Executives of Sithe Global, the developer of the Amaila Falls Hydro Project, are counting on the Inter-American Development Bank (IDB) to provide critical financing for the project.
